CCFH 53 agreed to establish an EWG, chaired by Japan　and co-chaired by Chile, and working in English (and noting that comments would also be accepted in Spanish), to prepare, subject to approval of the Commission, the proposed draft revised guidelines for circulation for comments at Step 3 and consideration at CCFH54
